Qualifications
MINIMAL FORMAL EDUCATION REQUIRED:
Bachelor’s degree in Computer Science, Information Technology, Data Science, Software Engineering, or a related discipline is required.
EXPERIENCE:
3 to 5+ years of experience in software development, digital solutions development, data engineering, and/or a related technical role is required.
Experience developing full stack web applications, including front-end, back-end, and database components is required.
Experience programming in Python, and other web development related languages/frameworks is required.
Experience designing and implementing automation and workflows solutions to improve business processes, required.
Experience working with relational databases (e.g., SQL Server or equivalent) is required.
Experience working in environments that prefer Microsoft technologies (e.g., Microsoft 365, Power Platform, Power Automate), while also supporting solutions built using open-source tools, on-premises systems, and approved cloud platforms is an asset.
Experience developing or contributing to data solutions or reporting (e.g., dashboards, datasets, queries) is an asset.
Experience integrating systems using APIs, services, or data connections is an asset.
Experience working in collaborative, multi-stakeholder environments, asset.
Experience in a public sector, academic, healthcare, or research environment is an asset.
UX or user-centered design experience is an asset.
Microsoft Power BI & Data Engineering related certificate is an asset.
Microsoft Power Platform related certifications are an asset.
Certifications related to software development, data, AI, or cloud technologies are an asset.

Full Stack Web Development:
Strong foundation in web application development is required.
Experience with front-end and back-end technologies (e.g., JavaScript/TypeScript, Python, R, REST APIs) is required.

Automation, Workflow & System Integration:

Key responsibilities
Web Applications & Workflow Development:
Designs and develops full-stack web applications to support MCHP's internal operations, including tools for tracking data access applications, managing data sharing agreements, and monitoring project approval status.
Designs and implements automated workflow solutions using Microsoft Power Platform (Power Automate, Power Apps) and open-source alternatives to digitize and streamline processes. Automation work involves mapping current-state processes, identifying high-impact bottlenecks, and building rule-based or AI-assisted routing and notification logic. Automation solutions are developed and refined on an ongoing basis as process improvements are identified.
Builds and maintains integrations between internal systems, data platforms, and external services using APIs and scripting, ensuring that data and workflow states are synchronized across tools without manual re-entry. Integration work occurs as new tools are onboarded or existing systems are modified.
Develops and integrates AI-enabled features into MCHP workflows, enhancing staff productivity and reducing manual effort.
Integrate systems across Microsoft 365, on-premises platforms, and external applications using APIs and data connections.
Develops and maintains internal developer documentation, deployment guides, and user-facing how-to materials for all applications and automations built, ensuring continuity and supportability. Documentation is produced as part of every development project.
Data Management and Pipeline Development:
Designs and develops data integration and transformation solutions that consolidate data from multiple sources into formats suitable for analysis and reporting, reducing the manual pre-processing.
Prepares structured datasets for analytical use, applying data cleaning, standardization, and quality validation steps to ensure research-ready output.
Develops automated data pipelines and monitoring solutions to detect, flag, and document changes in upstream data models received from provincial data custodians. Pipeline development and maintenance occurs on an ongoing basis as new data holdings are added or custodian data models change.
Develops and maintains data linkage processes that connect records across datasets.
Builds tools and processes to support the enrichment and standardization of metadata across MCHP's data holdings, including automated extraction of dataset properties, variable-level documentation, and data quality indicators. Metadata tooling is developed in collaboration with data managers and is updated as data holdings evolve.
Designs and queries relational databases (SQL Server or equivalent) to support reporting, data discovery, and operational dashboards. Database work occurs regularly in support of both development projects and ad hoc analytical requests from internal stakeholders.
Designs and develops dashboards and reporting tools that surface operational metrics such as data governance cycle times and data quality indicators.
Evaluates and pilots AI-assisted development tools (e.g., data curation, code review, intelligent code suggestion, automated testing frameworks) for adoption.
Works with analysts to identify repetitive or automatable tasks within workflows and develops scripts or tools to address them, reducing time spent on data wrangling.
Continuing Education:
The incumbent must maintain current knowledge of the rapidly evolving AI and automation landscape (including developments in large language models, intelligent automation tools, and AI governance frameworks) through self-directed learning, vendor resources, and participation in relevant professional communities and conferences.
The incumbent is expected to develop and sustain working knowledge of MCHP's data environment, including the administrative datasets, data linkage methodologies, and research workflows that the solutions they build are designed to support.
May be required to perform related duties not exceeding skills and capabilities as required.

Compensation
This Data Engineer role pays $80k-$115k/yr. Within typical range for data engineer roles in Canada.
